Numerous individuals contributed to the development of The Guide for Program Design: Planning, Implementing, and Sustaining Effective Workforce-Related Education Programs, with a special focus on Texas' Spanish-speaking dislocated workers. Many thanks to all who so generously gave of their time and knowledge, and apologies to those whose insights may have unintentionally been overlooked. Special thanks to Roy Kimble and Mark Butler for their insight and direction, to Anson Green, who edited and consistently guided the author toward valuable sources of information, and to Mimi Purnell for always taking the phone calls, answering questions about past efforts, and providing the kind of insight only someone who has been out in the field herself can possess. Finally, a note of gratitude to two special groups of field personnel: the educators, business men and women, and workforce development board representatives who faithfully served on a statewide work group; and the adult education practitioners in El Paso, Socorro, Laredo, Eagle Pass, Del Rio, McAllen, and Edinburg who participated in the instructor focus group. The findings included in this report will hopefully spark some creative responses to the needs of dislocated workers.

This guide, preceded by months of research, was prepared under contract with the Texas Workforce Commission as a supplement to a detailed report by the same title. Contractors conducting projects under government sponsorship are encouraged to express their most informed judgment in professional matters. The views expressed in this report are those of the contractor and do not necessarily represent those of the Texas Workforce Commission.
