Texas Even Start Independent Evaluation Format

Instructions for Reporting Indicators of Program Quality
and Adult Education Performance Indicators

Instructions stated here indicate the minimum amount of information to be included in final evaluations. Any program may provide additional data that exceeds the minimum requirements. It is not necessary to attach scores for individual students. It is recommended that programs retain information on individual participants locally, in the event that it is requested at a later date.

Early Childhood Indicators of Program Quality

  1. School Attendance
    School attendance is reported in the final evaluation under Element #11, Attendance and Retention. The following information is required. Programs may submit additional information if they elect to do so.
  2. Number of Even Start children in first and second grade who were enrolled at least four months.

    Number of Even Start children in first and second grade who were enrolled at least four months who attended at least 95% of the days.

    Percent of Even Start children in first and second grade who were enrolled at least four months who attended at least 95% of the days.

  3. Promotion
    Promotion is reported in the final evaluation under Element #12, Reading Readiness Activities Based on scientific Reading Research (Early Childhood). The following information is required. Programs may submit additional information if they elect to do so.
  4. Number of Even Start kindergarten children who were eligible for this indicator.

    Number of Even Start kindergarten children eligible for this indicator who were promoted.

    Number of Even Start children in first grade who were eligible for this indicator.

    Number of Even Start children in first grade who were eligible for this indicator who were promoted.

    Number of Even Start children in second grade who were eligible for this indicator.

    Number of Even Start children in second grade who were eligible for this indicator who were promoted.

  5. Developmental screening for infants and toddlers
  6. Screenings for infants and toddlers is reported under Element # 2. The following information is required. Programs may submit additional information if they elect to do so.

    Percent of children who were eligible for this indicator who were screened.

  7. HOME Inventory
  8. The HOME Inventory is reported under Element # 7. The following information is required. Programs may submit additional information if they elect to do so.

    Number of Even Start parents who were eligible for this indicator.

    Number of Even Start parents who showed gains in at least one subscale of the Caldwell and Bradley Home Inventory Scale.

    Percent of Even Start parents who showed gains in at least one subscale of the Caldwell and Bradley Home Inventory Scale.
  9. Reading Assessment for Kindergarten, 1st and 2nd Graders
  10. Reading Assessment is reported under Element #12, Reading Readiness Activities Based on Scientific Reading Research (Early Childhood). The following information is required. Programs may submit additional information if they elect to do so.

    Number of Even Start kindergarten children who were eligible for this indicator.

    Number of Even Start kindergarten children eligible for this indicator who met or exceeded the district’s reading standard.

    Number of Even Start children in first grade who were eligible for this indicator.

    Number of Even Start children in first grade who were eligible for this indicator and met or exceeded the district’s reading standard.

    Number of Even Start children in second grade who are eligible for this indicator.

    Number of Even Start children in second grade who were eligible for this indicator and met or exceeded the district’s reading standard.

    Total number of Even Start children who were eligible for this indicator.

  11. Language/literacy development for 4-5 year olds

Language and literacy development for 3-5 year olds is reported under Element #12, Reading Readiness Activities Based on Scientific Reading Research (Early Childhood). The following information is required. Programs may submit additional information if they elect to do so.

Number of Even Start children who are eligible for this indicator.

Percent of Even Start children who show progress.

Adult Education Student Performance Measures

Adult education performance is documented by data as reflected in TEAMS Tables IV, IVA, IVB, IVC, V or or PEIMS. Data not recorded in TEAMS S or PEIMS will not apply towards Even Start performance measures for adult education.

A. Retention

Retention is reported in the final evaluation under Element # 11. The data can be found in TEAMS Table IV. Information for teen parents can be found in Even Start enrollment and attendance records. The following information is required. Programs may submit additional information if they elect to do so.

1. Number and percent of adult students with at least 12 hours of instruction and baseline assessment.

2. Number and percent of teen parents with at least 12 hours of participation in Even Start services, excluding secondary education provided by a school district.

3. Number and percent of adult students with baseline assessment and progress assessment.

B. Gains

Gains are reported in the final evaluation under Element #10. The data can be found in TEAMS Table IVC. Programs are not required to report data on gains for teen parents. The following information is required. Programs may submit additional information if they elect to do so.

1. Number and percent of adult students who demonstrated required gains in reading.

2. Number and percent of adult students who demonstrated required gains in language.

3. Number and percent of adult students who demonstrated required gains in mathematics.

4. Number and percent of adult students who demonstrate required gains in BEST oral interview.

5. Number and percent of adult students who demonstrated required gains in BEST literacy skills.

C. Completions

Completions are reported in the final evaluation under Element #10. The data can be found in TEAMS Table IV. Programs are not required to report data on completions for teen parents. The following information is required. Programs may submit additional information if they elect to do so.

1. Number and percent of adult students who completed Beginning Literacy ABE level by end of grant year.

2. Number and percent of adult students who completed Beginning ABE level by end of grant year.

3. Number and percent of adult students who completed low Intermediate ABE levels by end of grant year.

4. Number and percent of adult students who completed High Intermediate ABE level by end of grant year.

5. Number and percent of adult students who completed Beginning Literacy ESL level by end of grant year.

6. Number and percent of adult students who completed Beginning ESL level by end of grant year.

7. Number and percent of adult students who completed Low Intermediate ESL level by end of grant year.

8. Number and percent of adult students who completed High Intermediate ESL level by end of grant year.91

9. Number and percent of adult students who completed Low Advanced ESL level by end of grant year. 1

10. Number and percent of adult students who completed High Advanced ESL level by end of grant year.

11. Number and percent of adult students who completed Low ASE level by end of grant year.

D. Transitions

Transitions are reported in the final evaluation report under Element #13. The data can be found in TEAMS Table V. The following information is required. Programs may submit additional information if they elect to do so.

1. Number and percent of adult students who have goal of achieving a GED or high school diploma who achieved a GED or high school diploma within the fiscal year as reported in TEAMS.

2. A number and percent of parents who achieved a GED or high school diploma within the fiscal year. These students would not be reported in TEAMS.

3. Number and percent of adult students enrolled in adult secondary education who achieved a GED or diploma within the fiscal year.

4. Number and percent of adult students with a goal of entering postsecondary education or training who entered postsecondary education or training during the fiscal year.

5.Number and percent of adult students who are unemployed at time of enrollment and have goal of obtaining employment, who entered unsubsidized employment by the end of the first quarter after the program exit quarter.
