Dr. Sally J. Andrade

Andrade heads a firm which provides technical assistance to community-based organizations and other non-profit entities to increase the empowerment of disenfranchised, low-income families and communities in the United States and Latin America.  She has more than 30 years experience in applied research, program evaluation, strategic planning and policy analysis, primarily focused on parent and community education, health promotion, and higher education access.

Andrade is also a Senior Research Associate of Excelencia in Education, Washington, D.C., addressing institutional factors accounting for Latino college student success.

From 1993-2004, she was Director of the UTEP Center for Institutional Evaluation, Research and Planning, responsible for its institutional effectiveness system, strategic planning, and regional accreditation.  She also managed major evaluation projects funded by the National Science Foundation and directed UTEP’s Title V evaluation.  From 1988-93, Andrade served as Director of Research and Planning for the community college system at the Texas Higher Education Coordinating Board.
