Approved Even Start Program External Evaluator

Judy Radigan, Ph.D.

Dr. Judy Radigan is an evaluator of two urban Even Start programs in Houston Independent School District elementary schools. She works closely with the Even Start Coordinators and their teams through monthly observations and discussions of goals, obstacles, and program improvement strategies. She taught in public schools for 20 years and was an elementary school principal for five years.

Dr. Radigan is devoted to researching the lives of children and their families to provide equity for them in the public education system. As a Visiting Professor at the University of Houston, Dr. Radigan coordinates and teaches in the online Cultural Studies Program.
