Approved Even Start Program External Evaluator

Judy Radigan, Ph.D.

Dr. Judy Radigan is an evaluator of four urban Even Start programs in Houston Independent School District elementary schools. She works closely with the Even Start Coordinators and their teams through monthly observations and discussions of goals, obstacles, and program improvement strategies. She taught in public schools for 20 years and was an eleme! ntary school principal for five years.

Dr. Radigan is devoted to researching the lives of children and their families to provide equity for them in the public education system. As a member of the research faculty at the Rice Center for Education, Dr. Radigan has recently completed a dropout study that prompted a television documentary. She evaluated schools in the Houston area for a three-year study of Annenberg supported schools. She is also a lecturer in Education at Rice University and in Cultural Studies at the University of Houston/Central Campus.
