Ellen M. Snow, Ph.D.

Dr. Snow received a Ph.D. in Educational Psychology at the University of Texas, Austin, having previously received a Masters in Sociology. Her current focus is Even Start and she has conducted program evaluation since Even Start was based at the U.S. Department of Education. She is an Independent Consultant and Principal Partner with Educational Associates in San Antonio. She participates annually in national and state conferences related to Even Start, adult literacy, early childhood, and bilingual and migrant education.

Previously, Dr. Snow served as Coordinator of Planning, Research, and Evaluation at Region 20 Education Service Center where she conducted TEA-funded grants including Program Evaluation of Adult Education in Texas, Assessment Models for Adult Education, and Regional Planning for Vocational Education. She developed and directed the Center's Alternative Teacher Certification program and evaluated center and district programs (bilingual, Title I, migrant, early childhood, staff development, special education, substance abuse prevention, reading initiatives, and multiage classrooms).
