Eileen Rosenblum, Ph.D.

Dr. Rosenblum received a Ph.D. from the University of Illinois, Chicago, Illinois; in 1992 Her major area of study was Educational Policy Analysis and Evaluation. Prior to opening her own grant consulting firm in 2003, she spent ten years as the Grant Coordinator for the Richardson Independent School District. Dr. Rosenblum has approximately twenty-five years experience with a wide variety of grants. She has evaluated and written Family Education Grants and Even Start Grants in Texas since 1994. In addition to evaluating Even Start Grants, Dr. Rosenblum also evaluates Foreign Language Assistance Program Federal Grants and Title VII Dual Language Grants. Dr. Rosenblum has national recognition for her knowledge of grant evaluation, grant development and grant administration. She holds Texas Certification and Endorsements in Early Childhood Education, Elementary Education, ESL, and Mid Management. She taught Adult ESL at Brookhaven and Richland Community College, Pre-K – 8 ESL, and Third Grade. She has been an Assistant Principal, a Grant Director, and a member of the Central Administrative Staff of a large suburban school system. Dr. Rosenblum draws on her wealth of educational experience and firsthand knowledge grants when she evaluates grant programs.
