Don Seaman has been evaluating Even Start programs in Texas since 1991. His doctorate and most of his professional experience have been in adult education and literacy. In 1991, he was the first professional intern at the National Center for Family Literacy where he evaluated the effectiveness of the Kenan Model for Family Literacy. His evaluation reports focus upon acquiring data that will enable local Even Start staff to determine where the program needs improvement while providing a basis for effective planning and future implementation. His research has documented how Even Start successfully prepares parents for transition into their community while also preparing their children for success in school and those data have been used by National Centers to promote the program to policy-makers.
