Approved Even Start Program External Evaluator

Donna Castle Richardson, Ed.D.

Dr. Richardson has had experience in evaluating Even Start programs since 1990. She wrote and submitted a Program Effectiveness Panel (PEP) application for the Oklahoma City Public Schools Even Start Program (FILM) that was validated in 1994 as the first Even Start Developer Demonstration Project in the United States. This was one of the first Even Start projects to be highlighted for effective practices in the nation. In addition, she continues to lead a team of certified FILM trainers in providing training for replication of quality practices of the FILM Even Start project in Oklahoma City. She conducts Even Start evaluations in Texas, Oklahoma, and Florida, as well as provides training in the areas of family education and literacy. Dr. Richardson is the Associate Director of the Mid-Continent Comprehensive Center (MC3) at University of Oklahoma, Outreach. She owns her own research and training company called Educational Dynamics. Dr. Richardson has national recognition for knowledge in evaluation, Even Start program design, and emergent literacy and reading. She has trained teachers in early childhood and elementary education for over twenty-five years.
