Results Based Monitoring (RBM)

Results Based Monitoring (RBM) is a monitoring system for assessing student performance and program compliance in adult education programs that between 1992 and 2000 involved local programs in conducting a self-assessment designed to identify program strengths, strategies for improvement, and the need for technical assistance. RBM builds capacity to assess performance and compliance locally. It empowers staff to design their own plans that meet real local needs. It helps teachers and administrators understand compliance requirements and how compliance is linked to improved student performance.

Results Based Monitoring is not limited to procedural compliance with federal and state laws. Although compliance is still an important part of the local monitoring process, the review also addresses student performance, provides assistance to teachers, administrators, students, and community representatives.

Current program evaluation policy requires programs to conduct a self-assessment for process evaluation. RBM has proved to be a successful method of engaging all stakeholders in the process of evaluation.

Texas LEARNS intends to survey adult education programs in the state to determine their level of interest in implementing a dynamic collaborative system for program assessment such as RBM. Implementation of this system would require the development of guidelines and the authorization of Texas Education Agency.
