Monitoring and Technical Assistance


Risk-Based Evaluation

Risk-Based Evaluation (RBE) is a process designed by the Texas Education Agency (TEA) to simplify, streamline and coordinate the legally required performance and compliance evaluation of funded programs.

The goals of the RBE are to:

  1. Decrease multiple performance and compliance evaluation visits by TEA
  2. Increase local responsibility for ensuring performance and compliance by encouraging participating Local Education Agencies (LEA) to perform a self-review for performance and compliance
  3. Provide technical and management assistance to LEAs to prevent and resolve noncompliance issues which could lead to a financial audit conducted by the agency

The RBE has two major components:

  1. The local program conducts an annual self-review and formative assessment of their compliance and performance (see Results Based Monitoring (RBM) later in this section), and
  2. TEA conducts a Risk-Assessment Plan using a Worksheet for Determining Risk Level.

In determining the Risk Level of a Program, the agency will look at the following areas of program assessment:

    • Financial Expenditures
    • Reporting
    • Contact hours
    • Retention
    • Student Performance
    • Staff Qualifications and Training

The level to which all performance targets and goals in these areas are met determines the level of risk of a program.

Results Based Monitoring (RBM) is a monitoring system for assessing student performance and program compliance in adult education programs that involves the local program in conducting a self assessment designed to identify program strengths, strategies for improvement, and the need for technical assistance.

The results of both processes are considered together in reporting official findings and determining if the program needs technical assistance or on-site evaluation review. TEA considers the extent to which students at a program are meeting the performance measures as an important criterion determining whether the program should receive on-site evaluation review. Should a program require an on-site evaluation, Texas LEARNS will work with the local program through the Grant Services Manager assigned to the region.
