Monitoring and Technical Assistance Program ImprovementContinuous Improvement One of the goals of National Reporting System (NRS) is to help state programs to use data reported twice annually to improve program delivery in their states. The Texas Education Agency and Texas LEARNS are committed to using the state of the art electronic reporting systems developed in Texas to generate a flow of program information such that local programs will have the reports needed to focus on their local level performance, and Texas LEARNS will have the tools needed to assist Local Education Agencies (LEAs) in the development of program improvement plans. Programs should strive to engage in a process of continuous program improvement. Using information generated by the reporting system, and through a process of self-evaluation such as Results Based Monitoring (RBM), programs should identify areas of strength, areas of concern, and areas of needed improvement. The process of self-evaluation should be ongoing, collaborative, include feedback from all stakeholders, and lead to the development of plans of program improvement.
