Application and Funding
Evaluating an Adult Education Program
Adult Education programs will be evaluated annually using Texas Education
Agency's TEA’s Level
of Risk Assessment Worksheet. Local program evaluation information
will be viewed as both a program and as individual classes to get a
better picture of the entire adult education program. The assessment
of risk should be seen as an opportunity to identify areas of concern
and develop improvement plans leading to the attainment of better program
outcomes. Main areas of program assessment are:
- Financial Expenditures:
- Within federal and state
allocations
- Expended allowable amounts
approved in application
- Budget variances within
allowable limits
- Returning unused funds
- Reporting
- Completion and accuracy
of data in Texas Educating Adults Management
System (TEAMS)
- Timeliness of reports
- Contact hours:
- Hours generated in different
locations, and
- Hours generated by different
teachers
- Retention
- Students with 12 contact
hours
- Students participating in
both baseline and progress testing
- Student Performance
- Level increase(s)
- Gains
- GED completions
- Obtain or maintain employment
- Entry into post-secondary
education
- Staff Qualifications and Training
- All Staff meeting SBOE qualification
rules
- All new staff receiving
required pre-service professional development hours
- All Staff obtaining annual
required professional development hours
Improving an Adult Education Program
Completing an evaluation as outlined above will assist in improving
your Adult Education program. When needed, Texas LEARNS will work with
local programs in developing program improvement plans (See
Monitoring and Technical
Assistance section of this manual.) Some items
to consider when looking at the data collected might be:
- Drastic increase in contact hours
in a given class
- Hire and train additional
instructors
- Look at instructional practices
of the teacher
- Recent changes in the community
- Pre- and post testing not being
collected
- Reinforce importance of
testing the staff and instructors
- Retrain staff and instructors
in completing paperwork
- Ensure students are staying
long enough to be progress tested.
- Other ways to improve Adult Education
program
- Invest in staff development
through both the state and local level
- Encourage staff to become
involved in community groups and agencies
- Actively seek partners that
complement your program.
