Texas Policy for Adult Education-Family Literacy Coordination


POLICY:
Adult education entities funded directly/indirectly with federal Workforce Investment Act funds or state adult education funds shall collaborate and coordinate with Even Start programs within their service area. Texas requires collaboration and coordination among adult education and family literacy programs to maximize the impact of the activities described in both Acts and to avoid duplication of efforts.

BACKGROUND:
The Workforce Investment Act and the Elementary and Secondary Education Act both contain numerous references to coordination between services provided by both acts. Public funds for adult education are provided through the Workforce Investment Act and state funds. Even Start applicants must pursue partnerships with adult education programs funded under these sources. Adult education providers and funding sources include adult education cooperatives (Regular Federal Funds, Corrections, and TANF), English Literacy and Civics Education programs and other programs funded directly or indirectly with federal Workforce Investment Act funds or state adult education funds.

PROCESS AND PROCEDURE:
Adult education classes provided shall be of sufficient intensity in terms of hours, and of sufficient duration, to make sustainable changes in a family and integrated with the following four activities:

(A) Interactive literacy activities between parents and their children.

(B) Training for parents regarding how to be the primary teacher for their children and full partners in the education of their children.

(C) Parent literacy training that leads to economic self-sufficiency.

(D) An age-appropriate education to prepare children for success in school and life experiences.

Adult Education integration is encouraged in all components of family literacy programs in Texas. Adult education teachers participate in the planning of early childhood, home visits, interactive literacy activities and parenting to find the basic skills content in these components.

Applicants for Even Start funds shall document the above-mentioned adult education collaborations in a Memorandum of Understanding (MOU) between the adult education provider and the Even Start applicant. Adult education services and classes delivered in an Even Start program are to be reported in TEAMS in a manner that allows identification of the Even Start participants.
