Advisory Committees

In accordance with Texas Administrative Code (TAC), Title 19, Part II Chapter 89, Subchapter B, §89.28 each adult education program should form at least one advisory committee. This committee should be composed of a broad spectrum of community representatives, including representatives from the workforce development board and/or local one-stops. Programs are also encouraged to include partnering school districts and subcontractors in this committee. This committee will review the activities of and make recommendations to the fiscal agent in planning, implementing and evaluating the adult education program.

The fiscal agent must convene this collaborative advisory committee at least twice a year. Upon notification of receipt of the NOGA, the fiscal agent should establish the committee and hold its first meeting. The agenda for this meeting should include, but not limited to:

  • a discussion of the approved grant application,
  • conducting a needs assessment (or discussion of the results),
  • finalization of agreements between the partners,
  • professional development,
  • class locations, and
  • recruitment of students. 

The fiscal agent is required to keep records of sign-in sheets and minutes of all advisory committee meetings. These minutes must be available during an audit.
