Intensity of Services for Even Start

The Third National Even Start Evaluation found that “the extent to which parents and children participated in literacy services is related to child outcomes.” In practice, this means the greater the intensity of services, the greater the student outcomes. USDOE recommendations for hours of service and Texas AEGIS parameters for service hours are listed in the chart below.

Parent Education

Offer 20 hours per month, 60 hours per quarter

Offer at least 90% of the recommended hours

Early Childhood Education (0-2 years)

Offer 60 hours per month, 180 hours per quarter

Offer at least 90% of the recommended hours

Early Childhood Education (3-5 years)

Offer 65 hours per month, 195 hours per quarter

Offer at least 90% of the recommended hours

Adult Education

Offer 60 hours per month, 180 hours per quarter

Offer at least 90% of the recommended hours

There is no limit on the maximum number of service hours that can be offered per month in any component. Please note that AEGIS will list the parameter as “within -10% of the recommended number of hours.”

Program schedules vary by program to meet the needs of participants. There are a variety of possibilities for developing a class schedule. Programs may consult with the Texas Family Literacy Resource Center for assistance in developing a class schedule.
