Grant Services Managers’ Role in Technical
Assistance
Grant Services Managers functions in a capacity to perform advanced
consultative services to programs to assist them meet their program goals.
GSMs work with the programs in their region to provide all necessary
support for program implementation. This support may be in the form of
information gathering and dissemination, processing of requests for clarification,
answering questions about program implementation, training for program
administrators, instructional coaching, assistance regarding issues of
compliance, etc. Technical assistance is provided in the following areas:
- provide administrative assistance in implementing and managing adult
education programs in accordance with state and federal education regulations;
- assist Adult Education program providers with questions and issues
relating to the Adult and Community Education (Division) System (TEAMS)
- assist Even Start providers with questions and issues relating to
the Texas Even Start Program Information Reporting System (TESPIRS);
- assist all program providers with questions and issues relating
to the Adult Education Guidance Information System (AEGIS);
- conduct desk reviews of program performance;
- complete risk analyses of programs;
- visit programs to observe and discuss qualitative issues;
- provide a liaison between programs and the Texas Education Agency
relating to grant applications, amendments, and the e-grant process;
- share effective techniques for evaluating programs;
- recommend changes to programs to enhance performance;
- work with programs in the development of program improvement plans
- work with program staff in determining trends and resolving technical
problems;
- provide guidance to programs in the development and integration
of new methods and procedures; and
- provide assistance to Project GREAT grantees.
