Texas Even Start Administrative Manual

Texas Family Literacy Resource Center


The Texas Family Resource Center was established in fiscal year 2004-2005. The Center is housed at Texas State University, in The Education Institute (TEI) in San Marcos, Texas and on the web at http://www.tei.education.txstate.edu/famlit/.

The purpose of the Family Literacy Resource Center is to:

  • Provide a center for statewide professional development and technical assistance for family literacy using scientifically-based reading research, to the extent that it is available.
  • Conduct state level research and recommend policy for family literacy
  • Foster continuous family literacy program improvement through recommended family literacy policy or “best practices” for program operations
  • Provide guidance with day-to-day operational problems.

The specific objectives and activities of the project include:

  • Provide a family literacy professional development and technical assistance center including web-based formats.
  • Provide a website that supports the operation and management of Texas Even Start programs
  • Foster continuous family literacy program improvement through best practices including development and delivery of training on the required Even Start assessments and the annual development of program Report Cards
  • Foster continuous family literacy program improvement through the development and delivery of training for Even Start staff such as the Home Visiting Initiative, Parents Make the Difference and the Birth Through Two Institute
  • Provide guidance for day-to-day operational issues for family literacy programs through training for new Even Start Coordinators and training on the development of a local program sustainability plan
  • Provide data collection and analysis services to support Even Start policy decisions in Texas through conducting a synthesis of local 05-06 evaluation reports and conducting an analysis of the 05-06 state Even Start performance data to identify areas of strength and areas for improvement.

In addition, The Texas Family Literacy Resource Center is a source for developing training for Even Start staff and for special initiatives such as compiling an Implementation Guide for new programs and developing analysis of state performance data in comparison to independent evaluation reports.
