Texas Even Start Administrative Manual

Foreword


The job of the Even Start Coordinator includes serving as the leader of continuous improvement, a manager of funding issues, the instructional leader for staff and students and the developer of community partnerships. The complex and multifaceted demands of such a position require useful professional development tools. This Even Start Administrator’s Manual was developed to serve as one of those tools.

This manual is the beginning of a work in progress. It is intended to function as a reference for program coordinators. Use it as a source of information for the questions that arise throughout the year. Standard items such as the Even Start Statute, Guidance for the William F. Goodling Even Start Family Literacy Programs and program reporting dates are included. In addition, a number of items have been added to provide guidance on specific issues. You will find details on the Early Childhood Indicators of Program Quality, intensity of services, the 100% Coordinator requirement and language of instruction.

This manual will be further developed with the input of program coordinators like you. You have already provided a start through the questions you ask on a regular basis. For instance, a list of acronyms is included in the Appendices. Thank you for your help on this. Questions from new programs were the impetus for the “Start Up Materials” list that we will develop during this meeting. Your suggestions are welcomed and encouraged.

Meeting the many challenges of the coordinator position requires a wide range of knowledge and competencies. This manual can be used to support you in each of those areas. Best wishes towards a successful and productive program year.
