Texas Definition of Sufficient Progress


“Sufficient progress” is defined against the indicators of program quality and adult education performance measures. Based on state performance, Texas LEARNS defines sufficient progress as attaining a minimum of 80% of the target performance goal on at least 60% of program performance indicators. There are 16 indicators for the 2007-2008 program year. Sixty percent is 10 indicators. If a program falls below the benchmark, the program would be placed on a formal improvement plan. Those programs near the benchmark, but not falling below it, will be notified and technical support will be initiated specific to their program challenges. Programs need to meet or exceed the aforementioned benchmark in order to exit an improvement plan.

Programs must maintain at least 80% of the performance target on 10 of the Indicators and Performance Measures to be considered to have made “Sufficient Progress.”

The 2007-08 targets are listed as an example. Targets may change annually.
