Budget Amendments
It is possible to file an amendment to the grant application. Amendments
can only be submitted after the Notice of Grant Award (NOGA) has been
received by the applicant. The last day to submit an amendment is 90
days prior to the grant ending date. In the case of Even Start, the last
day to file an amendment would be May 31.
Grant amendments are used for several reasons. Amendments are required
for all grants, regardless
of the dollar amount, when
- Adding a class/object code not previously budgeted,
- Adding a new item on a supporting budget schedule,
- Changing the number of positions on the Payroll Costs schedule,
- Adding a new item, change in use/purpose, or an increase in quantity
by more than 20% of computer hardware/equipment approved on the Supplies
and Materials Schedule,
- Adding a new item or increase in quantity of capital outlay items,
- Adding a new item, change in use/purpose, or an increase in quantity
by more than 20% of capital outlay items,
- Reduction of funds allotted for training costs,
- Requesting additional funds,
- Changing scope or objectives, regardless of whether there is an associated
budget revision requiring prior approval,
- Extending the ending date of the grant.
Grants totaling greater
than $25,000 but less than or equal to $200,000 are
required to submit an amendment when requesting an increase in the
amount budgeted for payroll by more than 25% of amount previously
approved in payroll.
Even Start grants may exceed $200,000, as in the case of an award of
supplemental funds after the original Notice of Grant Award has been
issued. Grants greater
than $200,000, including the original grant award and
supplemental funds awards, require an amendment when
- Increasing the amount budget on the Payroll Costs schedule by more
than 10% of the amount previously approved for payroll costs
- Increasing the amount of Capital Outlay by more than 10% of the
amount previously approved for Capital Outlay.
Amendments, regardless of the dollar amount, are not required to
- Increase or decrease the amount of funds budgeted for a line item
on a supporting budget schedule as long as the description of the line
item does not change
- Increase the quantity by 20% or less of computer hardware/equipment
(not capitalized) previously approved on the Supplies and Materials
schedule
- Increase the quantity by 20 percent or less of capital outlay items
previously included on the list of articles costing less than $5000
in the Capital Outlay schedule.
