Texas Center for the Advancement of Literacy & Learning (TCALL) is a Center of the College of Education and Human Development at Texas A&M University, housed in the Department of Educational Administration and Human Resource Development. TCALL has served as the state’s adult and family literacy resource center since 1989.

TRAIN PD @ TCALL is supported by a grant from Texas Workforce Commission (TWC) to serve as the statewide Professional Development and Resource Center for Texas Adult Education and Literacy (AEL). TRAIN PD @ TCALL serves as the hub for the TWC AEL Training, Resource and Innovation Network for Texas (TRAIN Tex) strategy. TRAIN PD @ TCALL project activities are described below.

TCALL History & Purpose

TCALL was created in 1989 by the Board of Regents at Texas A&M University with the purpose of helping to reduce the incidence of adult illiteracy in Texas. As the state literacy resource center, TCALL's purpose has evolved into responding to the needs of those who provide literacy services to Texas’ adult education and family literacy learners. The primary funded project at TCALL 2013-2014 was the Adult Literacy Clearinghouse Project, an adult education state leadership activity funded first under Texas Education Agency, then under Texas Workforce Commission beginning in fall 2013.

In June 2014 and again in June 2016, Texas Workforce Commission selected TCALL through competitive procurement processes to be funded as the statewide Adult Education and Literacy Professional Development Center. (See TRAIN PD @ TCALL project activities here.)

Results (The Difference We Make/Who We Serve and How):

  • As your state literacy resource center, we provide access to knowledge, services, information, resources, and research opportunities for the fields of adult education and literacy.
  • We support the fields’ pursuit of excellence by anticipating and responding to their needs and national trends.
  • We enable practitioners to connect with each other as well as with state leadership by providing a central communication network.
  • We support quality adult and family literacy programs by facilitating and supporting statewide professional development and innovation initiatives.

TCALL Strategic Plan

In fall 2010, TCALL began a strategic planning process. The first step of that process was to align TCALL’s current activities with the mission, vision, and strategic goals of the university, college and department of which TCALL are a part.
